Based on the law for the protection of poorly supervised and neglected children and adolescents approved in 2013, important tasks have been assigned to the Welfare Organization. The aim of this study is to explain the role and limits of the Welfare Organization's intervention in the adoption process in accordance with the law adopted in 2013. Then the concept of adoption, the law of 2013, the bylaws and rules and regulations related to it were examined, and an attempt was made to answer the question of what duties and roles the legislator has given to Welfare Organization in the adoption process, and what can be the executive challenges of the Welfare Organization in law enforcement enforcing the law. The most important finding was that the legislator, in addition to delegating custody to the Welfare Organization, has accepted the authority of the expert of the organization in the guardianship process, and some of the duties assigned to the Welfare Organization, such as announcing an expert opinion to a competent court within two months, organizing illegal guardianships and monitoring until the end of the guardianship period, face obstacles and problems in implementation.
